Levels plan vs one-time initiatives
Canada’s levels plan sets annual PR admissions at 380,000 for 2026 and 2027. These totals exclude up to 115,000 protected persons and 33,000 in-Canada workers under one-time initiatives, bringing the cumulative total to 908,000 PRs over two years, or 454,000 annually.
New web page and breakdown
The government launched a page on July 21, 2026, showing monthly PR admissions from Jan–May 2026. One-time initiatives accounted for 14.4% of the 128,000 PRs admitted as of May. In-Canada worker PRs reached 46% of their annual 20,000 target, and protected persons 20% of 46,000.
Parent and Grandparent Program
As of July 15, 50,900 PGP applications were in inventory. The levels plan allows 15,000 annual admissions for 2026–2028.
Budget 2025 and capital investments
Budget 2025 introduced two spending categories: day-to-day operations and capital investments, projecting that 100% of the deficit would support capital investments by FY 2028–2029. Economist Jim Stanford noted that this definition includes asset depreciation and private sector R&D incentives, diverging from conventional capital spending definitions.
